Ketu South Municipality is one of the twenty five (25) municipalities/districts in the Volta Region. The Municipality is located at the south-eastern corner of Ghana. It shares boundaries with the Republic of Togo to the East, Keta Municipality to the West, Ketu North District to the North, and Gulf of Guinea to the South. The Municipality has a total land size of approximately 779 sq. km representing 3.8 percent of the regional land area and lies within latitudes 60 03’N and 60 10’N, and longitude 10 6’E and 10 11’E.
The Municipality is strategically located with added advantage as the Eastern Gateway to Ghana where continuous cross-border activities are carried out on daily basis. The location of the municipality to the main Ghana-Togo boarder has a lot of security and welfare implications with potentials for brisk commercial economic activities.

DEVELOPMENT / BUILDING PERMIT ACQUISITION PROCESS

WHEN IS A BUILDING PERMIT REQUIRED?
When any person or organization want to put up a building or transform an existing building or demolish and existing structure.

CAUTION!!!




Stage 1

For new structures/developers who have never secured a development permit:

One completed copy of TCP form 1
Building permit application form duly completed
Land tittle certificate or a deed certificate or clearance form duly signed by appropriate authority i.e Lands commission or land tittle registry.(copies of clearance forms are available at submission desk. Applicants with clearance forms are to attach two copies of site plan in a scale of 1:1250/1:2500 to the appropriate authority for their action and recommendation.
4 sets of architectural drawing duly signed: (four copies of block plan(1:20 or 1:40) and site plan on the scale of 1:1250/1:2500
four sets of structural drawings of the building at appropriate scale and duly signed
And any other documents as may be necessary 

Stage 2: PURCHASE OF FORMS

Buy Building Permit Application Form and TCP form 1 from The Municipal Assemble and Physical Planning Department (TCPD) office

Stage 3: 

COMPLETION OF FORMS

Complete in full, both the Building Permit Application Form and TCPD form 1. Where you have difficulty in completing the forms, contact the Physical Planning Department office or the Municipal Works Department for advice and assistance

Stage 4: 

SUBMISSION 

Submit completed forms with all other attachments as specified in the Building Permit Application and TCPD form 1 to the Physical Planning Department
On submission you shall be informed of correction to be made or additions if any, the processing fee and date for site inspection (if necessary)

Stage 5: PROCESSING

The Secretariat (Physical Planning Department) processes the application within two 2 weeks of receipt of application.
The Technical sub committee meets evaluate the application, visits sites and makes recommendation to the statutory planning committee within three weeks of receipt application.
The Statutory Planning Committee considers the development application within nine 9 working days of technical sub-committee meeting.

Stage 6: COLLECTION OF PERMIT

Pay approved building permit fee to the Municipal Assembly Finance Department on receipts of information on approval.
Collect building permit from the Municipal Assembly (Physical Planning Department) within one (1) months after submission of development application.
Applicants may seeks further instruction for commencement of building project from the Works Department of the Municipal Assembly 

GENERAL INFORMATION

It is important to note that the validity of a building permit issued in accordance with the above process is five 5 years.
Developers are therefore required to seek renewal of development\building permit if development is not completed within 5 years. (Please see stage 1e) 

CAUTION!!!

The receipts issued for the submission and processing fee is not building permits. Submission fees are required for all categories of development application, fees varies from one district assembly to another.
Processing fees are not refundable, processing fees are no guarantees for permit and not synonymous with building permit fees.
Receipts for development application should thus not be used as evidence of permit.
Building becomes illegal if it does not conform to what is on the approved plans.
Any applicant who makes a false declaration does so at his or her own risk
Applicants are warned that there is no middle men involve in development permit processes
